Crimes committed by foreigners within U.S. borders:
Vienna Convention on Consular Relations of 1963: Apparently when a foreigner commits a crime in the U.S. and invokes this Convention their Consular must be contacted and a decision made whether to prosecute them in the U.S. or whether to send them back to their country of origin and be prosecuted there.
If not invoked, there is no requirement -by the U.S.- to contact their Consular before prosecution. Needless to say the process is not as simple as it sounds, I'll leave the details to lawyers; the concept is all we need here.
BTW: Since the U.S. is has ratified this Convention, it allows the U.S. to prosecute it's citizens back in the U.S. for crimes committed in foreign countries. i.e. foreign sex trafficking crimes we often hear about in the news. All founded in International Law and Relations.

What states have sex offender laws affecting Professional Licenses? We are seeking anyone who knows if their state has any such laws. We would like to list them so folks know about them, esp. for folks moving from state to state and do not want to lose those licenses...

(1) The general assembly finds that persons convicted of offenses involving unlawful sexual behavior have a reduced expectation of privacy because of the public's interest in public safety. The general assembly further finds that the public must have access to information concerning persons convicted of offenses involving unlawful sexual behavior that is collected pursuant to this article to allow them to adequately protect themselves and their children from these persons. The general assembly declares, however, that, in making this information available to the public, as provided in this section and section 16-22-110 (6), it is not the general assembly's intent that the information be used to inflict retribution or additional punishment on any person convicted of unlawful sexual behavior or of another offense, the underlying factual basis of which involves unlawful sexual behavior.
